Yet another highly damning Audit report, exposing the usual missing paperwork and incompetence within this Council. This time involving Council officer Yarr and his department responsible for Environmental Health within the borough.

This on site Audit
took place at the Councils offices at the Town Hall on the 1st and 2nd
Oct 2003.The Audit covered North Down Borough Councils Food Hygiene and Food
Standards Law Enforcement Service. The Council was included within the Audit
programme on the basis of its “low level” on formal enforcement activity
encompassing all of North Down.
In a critical report
the Audit inspection found:
(1)
The evidence of qualification for 1 officer
was not available.
(2)
Little evidence of officer training.
(3)
No records of internal training relevant to
formal enforcement activity.
(4)
Officers did not have access to up to date
copies of all reference guidance
documents relevant to Food Law Enforcement.
(5)
The Council had not produced a Food Service
Delivery Plan for 2003/2004 or previously for 2002/2003
(6)
There was some variation between the level of
record keeping of Food Hygiene and Food Standards activities.
Recommendations include:
That the Council
maintain records of relevant academic qualification for “All officers” involved
with the relevant Food Safety Order Codes of Practice.
That the Council
scheme of delegated powers was not fully documented and there were errors and
omissions in respect of the specified statutes for which powers had been
delegated. This, together with deficiencies identified in the officer’s
authorisations, could render the service vulnerable to Effective Legal
Challenge.
The financial
allocation involved in delivery of the Councils claimed Food Law Enforcement
Service for 2003/2004 was £109 373
